Are any of your libraries fine free for juvenile cards? If so, is it only for items labeled as juvenile in the catalog record? How did you convince your Library Board or City Council to agree to this?

At Palo Alto, we don't charge fines on children's items, so it's not based on the cardholder's age. We started this about a year ago.
The fines and fees that we collect are a small percentage of our total budget. Our Director pointed out that, if everyone brought back their items on time, we would not collect any fines at all. We do still charge a replacement cost if an item is not returned by six weeks after the due date and renewals are not unlimited.
